Per normal server mod cache cleanup process, I have tried deleting C:\ProgramData\SpaceEngineersDedicated\\appworkshop_244850.acf file and the content\244850 folderīefore and after cleanup, the result is the same for trying to download any mod updates or new mods in load order

tested on two previously-working windows instances a few times a day since then. After hours of searching I finally found it and set the value to the SE max of 20K and the server started successfully. I restored a world from Torch to a Keen server once and this sync distance value was set too high from Torch in the config file. Since around 12pm EST, dedicated server 1.197.073 has been unable to download ANY mods from the workshop. The Keen SE dedicated server enforces this max value in their UI whereas Torch does not.
